First off let me say I love this game. Combat is great, character development is in depth and gives many different variations. But the one thing that bothers me, and many others, is a lack of explanation. The Dev Tracker does a wonderful job of keeping us up to date on the changes that are pending. But too often we see things on there that make us scratch our heads and wonder, "Why?" Very rarely do we get any sort of explanation about the reasons for doing things. Agree or disagree, giving us some insight into the minds of the developers would really help. I will give you one example:

The recent change to the raid loot system allows for a character with 20 completions in a raid to have a table of raid loot generated for them as an end reward. This system however only checks to see if you number of completions is divisible by 20. So if you have 21 completions then you have to do 19 more raids before you get your table generated. However if you have 19 completions you only have to do 1. I ask why?

This is only one example, and I know we all have something that has left us scratching our heads. How about just taking a few minutes to clue us in to the reasoning behind some of these decisions.

Since the old system was more rewarding than the new system it doesn't make sense to really count completions under the old system toward the 20th-reward (which is there to help offset the effects of the new system).

So the "right" answer would really be to set everyone to 0 completions and go from there. But to be "nice" the devs decided to just leave us where we were which means that about 95% of people have a jump on their 20th-reward and the last 5% are right where they would've been otherwise.

I would say thats a very fair explanation.

I would also have more raid loot than I already have (total of 1) if this system was in place a long time ago.

It one of the old WDAs (like before I left). I think the one where they first announced the 20th-reward bit.

Though some of that is my interpretation of what was said.
