Is the only way to get the Base Attack Bonus up is to level or what?

Yes.

It's called a Base Attack Bonus, meaning no modifiers. It raises with level, nothing else :)

Once you add in BAB, weapon bonuses, Strength (or Dex) bonuses, and so on, then it's no longer your BAB, but rather your AB (attack bonus)

Also, your BAB will rise differently depending on your class. For example a fighting class (Fighter, Barb, Pally, Ranger) will have the BAB rise each level. The less combat focused classes will have the BAB rise slower. I'm not sure if the support classes (Rogue, Bard, Cleric) still rise faster than the casters though (Wiz, Sorc).
