I took a look at the most recent store promotion and noticed that character bank was listed amongst the items. Went to the store and character bank 1 at least is at full price. Not sure if I missed something from the advert. Figured that I'd ping.

The store promotion is advertised as Inventory space upgrade, not Bank upgrade. ;)
That'd be an excellent reason as to why then.
