Are you sure you aren't receiving a competence bonus from anything else? Unfortunately lots of things give a competence bonus to hit and damage in the game and they don't stack.

It's not working in your current Lamannia build (All versions of "Dream Vision" are only giving +1).
Those mutations are finished in our internal Update 17 build, and giving the proper amounts.
