I really would consider what has been going down lately (pun intended) and at the very least make it 31% Heroic AND Epic XP.
Another suggestion would be tripling the drop rate of House C and Eveningstar mats.
Why?
Because I (like many many others) no longer run heroic quests, have almost abandoned the TR train completely and have to run L25 toons to gather materials from challenges and the drop rate is unacceptable to put it nicely.

Time for my TR to get through the Delara chain before Mabar comes up.
Also time to put up a post-it note on the corner of my screen to remind not to grind XP on 10/29. Must not forget my wedding anniversary over a XP bonus.

Thank you! Some of the player base appreciates you making an effort to offset some of the negatives of the Mabar issues.
